Sorry to say I never found a solution, instead like I said I put my app live momentarily to test and it did work, no one will find and download your app in a small amount of time (hopefully). @rxmarccall - I just got mine to work. I deleted my entire project from the google developer console and then created it all over again. Waiting a few hours and then it all works. I started off by deleting the in-app product (for me - I just had one. My game lets you play the firs third and then you must unlock the full game). I then went in and deactivated the apk file. If memory serves me, I then saved and then deleted the apk file. I think that was it and it was all gone.
I uploaded a new apk file - which had the same signature as the previous and then added in the in-app info again. I had to wait about 2 hours and then it worked.

So I did similar steps to what you did, and at the moment after waiting 12 hours I am getting the “Item not found” error. I currently have the IAP item setup and “Published”, and my APK file is Activated but NOT published. Is this how you had it setup while it was working? - rxmarccall - Did you ever get this resolved? I am having the exact same problem but I don’t want to release it live just to see if it works. It launches google play - I can see the title of my in-app purchase but it still gives a item not available for purchase error. I did a factory reset on my phone and am using a test account (big pain).
