I’m getting this same issue but I’m using the appodeal plugin (which I believe uses the admob plugin). Using the latest public build 2017.3135. Once I removed the appodeal plugin and rebuilt the app, the incomplete transaction was able to be completed. Before this I just got the alert “This In-App purchase has already been bought. It will be restored for free.” and the transactionListener is never called, so it couldn’t finish the transaction.
