Is the admob plugin support the functionality of admob sdk tagForChildDirectedTreatment
to tell admob to show child ads if a child uses the game?

what is the difference between childSafe and designedForFamilies ?

Designed for Families was an old subcategory that Google would mark games in the store. I believe that has been deprecated and no new apps are added to the “Designed for Families”.

ChildSafe is what you are looking for and it is in the documentation you provided right above DesignedForFamilies.
