Do you mean certain files never play, or do you mean sometimes the same file plays and sometimes it doesn’t?
If it’s the first case, there is probably something funny or unsupported about the way you encoded your ogg. Make sure you use standard frequencies like 11025Hz, 22050Hz, or 44100Hz. Mono is best for sound effects. Use 2 channel stereo if you need it for music. More than 2 channels is not supported.
Try re-encoding it or try something like 16-bit little endian linear PCM in a .wav as CodeRebelBase suggested.
Use the new sound engine if possible. Only use the old sound engine if the latencies are intolerable.
