I have never seen or heard anyone else mention that issue, so I have no idea what it is/was. I also know of a few apps that haven’t been updated in a couple of years and still haven’t been removed from Google Play.
Regardless, you should update the apps more frequently because there have been several other breaking changes to the store and its rules that could have resulted in getting your app removed.
Thanks - I submitted a new build in April, to no avail, but then just did another with the latest code base and it was accepted. Maybe I got a different reviewer this time.
