You can have a lot of leaderboards, I think last I checked it was 50 but you can check that yourself on the OpenFeint site. (I’m unsure on GC but that you can also find out from Apple.)
You can have a time based leaderboard, you’d just choose to display it from lowest to highest instead of the normal high to low. (There’s a check box for that, very simple.)
For multiple levels, I have seen a lot of people do one per “world” or “group” of levels, supposing they are spaced out that way - but at the end of the day it comes down to opinion.
