No, you cannot build a game for iOS on a PC. This is because you need Xcode installed on your build machine.
I would suggest you could write it on your PC then build and upload from Mac, however when you say an “old mac”, are you referring to an intel system, or no?
It must be intel and running Snow Leopard or above.

Well your Corona license is good for two machines, so you could build and upload on the Mac after writing the app on a PC if you wished.
