If I work in Windows OS, can I take my finished work to an Apple computer, open it, save it “anew” and then publish for Apple products, or must I start out on an Apple?

If you mean, can you take your project containing images/assets and .lua files, and bring them to Mac, then yes this should be possible and you shouldn’t experience any issues. But, to publish for iOS, you’ll need to make a few changes to the project configuration settings and such. Some of it will depend on the parameters of your project. Others in this situation can advise/help you, if you need detailed and specific assistance.
