You’ve really not provided enough information to help anyone even try to answer that question. The URL links directly to the image and any metadata that was there providing any information about the file has been stripped (common practice for web images to get them as small as they can). You need to research it’s origin and copyright/license status further, find one similar that you can determine the license on or make your own.

As Rob said, you need to research the actual copyright of the image … and of course, IANAL.  

A Google Image search suggests that it is one of Google’s own logos – but you’d probably want to re-download the image from Google, not indirectly through your URL since it is possible that the image you found had some “modification” to it … which could alter copyright.

Its more complex than that. If a work is not public domain, it’s copyrighted. Copyrighted objects may or may not be licensable for use in other projects. They may be licensed for a fee, they may be licensed for credit or they may be licensed for non-commercial use. If you plan to make any money from your app be it a fee, in-app purchases, ads, etc. then you’re building a commercial app. You have to check the license requirements.
