Can users mess with files in Resources directory?

I know that the app itself cannot modify files in the Resource directory. But is it possible for a user to alter these files on their computer?

For example, if I have a list of words for a word game in my Resource path, can a user open that file and add words to it, then play the game with the altered file?

Typical Users - No

Super Smart Hacker Users - There is probably a way.

PS 

On an locked iOS or Android device - HARD if not impossible.

On an unlocked iOS or rooted Android device - Completely doable.

Thanks @RoamingGamer. That’s what I figured. Mainly I wanted to make sure that somebody could not use something like iExplorer to change all my resource files willy nilly. But I do understand that where there is a will there is a way.
