Unless Ansca has changed its policy, yes, it’s legal to transfer a license. And once transferred, you (the buyer) will be the only one using it.

As of our last conversation on the subject we wont be preventing users from selling their licenses if they really want to, however as Brent mentioned you would have to be the only one using it - buying or renting a “seat” from another dev’s license is definitely not allowed.
