I think the general idea is that any graphics program, from Adobe’s full product suite to the free/open-source Gimp, are usable. It comes down to which ones you know (if any) and which is quickest for you to learn.
FWIW, I’ve had good success with Gimp and Inkscape (shares code with Gimp).
