Create sine waves and other raw audio

Maybe I’m missing a way to get there using existing API - but I can’t see how to do something I’d like to accomplish. Simplest thing would be to be able to make an audio tone generator app - which would let the user change the frequency and amplitude of sine waves (to audio output) from, say 5Hz to 15,000 Hz.
