This is not possible. Apple requires some features from Xcode to properly build iOS apps and Xcode is only available on Macs. You have a couple of choices. You can use the “Macincloud” service. Basically you rent an online Mac for a short period of time to do the work. You can also setup a virtual machine if you have the right Windows hardware that supports virtualization and run macOS in a virtual machine.
