The best option may be to develop it with Corona and then port it to Love2d - which is also Lua based. From Love2D it looks fairly easy to create an OSX app, and in combination with a Windows Installer a windows exe should be possible too.
I looked at Monkey as well but it looks to new and anyway, I like Lua.
