Lastly (for now), we have found a way for you to access certain Java and
Objective-C APIs from Lua! On the Android side, we already have the

Could a staff member please explain this? Does this mean Pro users will be able to write plugins to get native level access?

No, you need an Enterprise account to write plugins. Pro users will be able to install and use plugins from Corona and third party developers.
