This is probably a stupid question, but if I get that phone and don’t get a SIM with it, can I still test my Corona apps on it, sorta like I would with an iPod touch or an iPad w/o wifi
Yes, you can test your WP8 devices without a SIMs card. I do that too.
The only thing you can’t do is test phone call interruption, but you can simulate that same behavior via a notification. You can also simulate this in the WP8 emulator as well.

Thanks for the heads up on the deal on Amazon! I’ve been looking to pick up a Windows 8 phone for testing for ages and didn’t ever think they’d come down to this price for prepaid. Just ordered one too.
