There are several answers to this:
No, you don’t need a license to build or test an app. Corona simulator and a text editor (I use textwrangler) will do the trick.
You DO need a license to install it on an iPhone, iPad, or iPod. Apple uses a system of “provisioning” devices for testing apps, and you can only do that through a licensed account.
You can test on an Android device without any licensing, as long as it is open to “side-loading” or loading apps that are not from the android market. Most are open by default (in the US, I don’t think AT&T allows it).
