Is this legit? What is the actual piece of software and what is its origin?

An untitled emitter editor posted on a file sharing site that promotes anonymity, etc. doesn’t sound promising to me.

I don’t really know what this is. It seems to be the PonyPex loader and the OneByOne Flash Editor:
