If you’re wanting some form of generator that “spits out graphics” then I’m sorry to inform you that unfortunately there is no such thing.
People make graphics, they just utilize software to aid in the process.
Saerothir is right, of course, a person ultimately creates the art (or writes the code that creates the art).
Some open/free art is available out there, but keep in mind that “free” does not mean you have a right to use it in a commercial work. For that matter, “open” may not mean “open for commercial use”. And “commercial use” may mean different things to different people (got ads in your project, then it could be commercial).
I.e. read the fine print before using any “free” art in your project!!
