Good free programs are Gimp for photo editing: http://www.gimp.org/

and inkscape for vector graphics: http://inkscape.org/

There are plenty of tutorials for both on google and youtube.

The gold standard for doing pixel art is Adobe Photoshop as is the gold standard for vector art being Adobe Illustrator.   Both are complex beasts to deal with and historically have been quite expensive, but now Adobe is using a monthly feel structure and you can get them for a fair price now.
