I am currently developing an interactive storybook with 10 minutes of m4v videos in it. Also a lot of mp3 sound files. It is for ipads only and i want to sell it. I believe (but you should verify) that both .aac and H.264 are royalty free for distribution. Since you only care about iPad, you can ship these instead.

It seems that mp3 in a game or interactive product can become quite expensive. Mp3licensing.com charges 2500.- per title ( for each sound file ) if you sell more than 5000 copies of your game.
No license fees below 100k/year only for music services.
With 20 sound files in game, it will ruin you.
