You need to download a later daily build.
https://developer.coronalabs.com/downloads/daily-builds/
The latest daily builds have 64-bit support and Android 28 as well.

Can you provide more details. Are you trying to download your own app from the Google Play Store? Are you trying to side-load it from your computer? Is this someone else’s app? What device and version of Android are you using?
If it’s your app when was it updated last?
What version of Corona did you use to build the app?
