So I have looked at documentation and blog posts on how to localize an app and they all seem to be long and buggy. What is the best way to localize an app?

The short answer is to keep all text separate so you can translate it, then bring it in based upon the language selection.
The above plugin will help you do that, the price of free is pretty decent too
