Which app store? Apple, Google Play, Amazon, OUYA, Windows, Samsung, … ?
This is one of those trial by fire things. You’ve really got to work it out on your own or get someone to spend time walking you through it…
Hmmm… Maybe I should do a video tutorial on this.
Regardless, choose your app store and set up an account. You need to set up your account before you can publish. If you’re going to charge money for downloads or IAP, you’ll need to setup banking info too.
If you just want to get games/apps out there, I’d go with a Google Play Developer account and not charge money for your apps. That way you can (I believe) skip the banking setup.

I was asking if you were intending to sell your apps or use IAP.
You can fairly easily set up a Google Developer account and give away the app for free (non-paid).
However, as soon as you add in-app-purchase (IAP) or want to use a paid tier (non-zero price) you need to set up banking data for the account.
That is a bigger step and requires skills and steps that are hard to describe here (especially since for myself, its been years since I did it and I’m sure my recollections are a bit out of date).
Note: I think you’ve since worked this out, but I wanted to respond for future readers.
