My game was deleted from Google Play because I had similar situations:
I created new privacy policy to my game and set up beta version for plugin Appodeal. But the update for my game was rejected.
What have I done wrong?

I don’t know) My game is Quiz. Age limit for it is ESRB (USA) and 3+ for most other countries . I received this message from Google support:
I’ve included details below about the specific issue with your app and what you can do to get your app back on Google Play.
Step 1: Fix the policy violation with your app
During review, we’ve identified that your app (version code 15) is using the Appodeal SDK, which facilitates the transmission of installed packages information without meeting the prominent disclosure guidelines.
Do note that all active APKs must comply with the Google Play policy.
Your app violates Personal and Sensitive Information policy by uploading user information without the user’s knowledge and consent. We classify user information including, but not limited to, email address, phone number, name, social media account information, and contacts as private and confidential information.
Please make sure that the uploading of any user information only takes place after users have read and agreed to a proper disclosure.
To fix the issue, you may choose one out of two options below:
- Upgrade Appodeal SDK version to 2.5.1 or higher
- Implement prominent disclosure and get user’s agreement before the data collection happens.
If necessary, you can consult your SDK provider(s) for further information.
Additionally, please make sure to post privacy policy from within the Play distributed app itself.
To fix this issue, please update your app. Make sure to increment the version number of the APK. You may also want to double check that your app complies with all other Developer Program Policies, as additional enforcement could occur if there are further policy violations.
Step 2: Submit your updated app or APK
To submit an updated APK:
- Review the checklist to prepare your APK.
- Sign in to your Play Console.
- Select the app with the policy violation.
- On the left menu, select Release management > App releases.
- Next to the release type you want to create, select Manage.
- To create a new release, select Create release.
- Follow the on-screen instructions to add APKs. For additional information, please visit the Play Console Help Center.
From that e-mail it looks like you kept the older APK with the older version of Appodeal in the store. Please delete the older version not only from the production line but also from any beta or alpha lines. This should resolve your problem.
