I dont understand IAP

Yes i read http://coronalabs.com/blog/2013/09/03/tutorial-understanding-in-app-purchases/
and yes i finally set it up in my app what i don’t get is for the first part where do I implement what i want to give to the user after they pay for the IAP…after i add items what do i do, do i need to to add it to the product list for each iap item i create on iTunes and android? Will google v3 phones work with the regular store.
