Yes, even as a test user you can you can build for your personal iOS device and test.

I have been under the impression for 2 months now that i was not able to build an iOS test/debug version to test on my iPhone until I have brought a subscription to iOS developer account (i.e: ready to publish).

You will need to get a dev account, but they are only $99 a year and as you really need to test your app/game on device constantly through development you shouldn’t really hold off till the last minute anyway.
