IAP Consumable need server?

I remember hearing that if I implement consumble IAP that the # of consumables needs to be stored on the server so that the user can get it back if they deleted the app.
But I’ve been seeing a lot of apps without server-side that have IAP so I was wondering if its being enforced or not?

Will store.restore() return every transaction, literally every time a user spent some money?

As in, if I bought 3 consumables, would there be 3 entries in the restore table, one for each consumable purchase?

If so, then perhaps just running restore and doing some calculation based on the per transaction item they purchased would someone to calculate the number they would have on restore.

This idea, of course, only works if you plan on giving the user back all ‘consumable’ items upon restore.

If it is truly consumed, is there an online service somewhere that would all you to store the consumable numbers… at no or low cost?
