I believe CPM is just for new Pro licenses and not upgrades, although I’m not certain as it’s not my department.
What you’d want to do is contact support via this link; http://developer.anscamobile.com/forms/support
This is also the process to upgrade - rather than buying a second Indie subscription, you use that form and mention upgrading and they will sort you out.
(We’re aware of a request for an easier way to upgrade - hopefully we can implement that sometime soon.)
