In-app purchases error

I have signed my game for the google play store, and added a test account. When I try to make an in-app purchase with my test account, I get the google play pop-up message with the name of my package and the correct price, but it also tells me “this payment method has been declined”. I have made a purchase in the play store of some other game, which went smoothly, so I don’t see a reason why it tells me it was declined… 

EDIT:

I just checked in the product page, where it says next to my package name “to be activated”. I guess this is related somehow? How am I supposed to test my IAP otherwise?

I’d appreciate any insight!

I am doing this now and it appears that you have to set products to “publish” which you can do before app is set to production.

I figured as much, it’s just that there’s no “publish” option anywhere for my in-app purchase items. Maybe it depends on the app’s status? (it’s in draft right now). 

I have managed to use the test purchase successfully, I just want to test my own products to make sure that their working, and that I get the correct responses

IAP items are also products and have to be separately published (to Alpha, Beta, or Production) to be tested and purchased.
