I read the article on downloading an app to an Ipad. Do I need to go through the whole certificate process to just run tests on my personal Ipad, or can I just load it with Itunes?

well… depends…
*if* you’d know somebody with a apple dev license
and *if* that someone would register your iPad for development in his dev portal
and *if* he’d give you a provisioning profile
and *if* he’d build the app,
he *could* give you the app binary that you *could* install via iTunes.
otherwise the answer is no!
