You can develop and test your app on an iPod Touch and then assume it works OK on the iPhone.
There are only a few minor things I can think of that you couldn’t test on the iPod. For example, your app can make the iPhone vibrate. I don’t think the iPod or iPad have the hardware to vibrate. I usually test that my apps pause correctly when a call comes in while playing. That’s a test I couldn’t do on the iPod, but my CoronaSDK apps work OK with no special programming by me. So, this is a test I think you could safely skip.
