send a message from one iphone, directly to another iPhone only feet away, wirelessly (eg. WiFi, Bluetooth) ?
I know texting can achieve the same result, but what I have in mind is a bit more involved. Just want to know if the basics can be achieved.

Not entirely sure this can be done directly but can be easily done if you put a messaging server in the middle that your app logs into and then does the mediation between the two devices.
