I somewhere read that graphics.newOutline() is only for paid subscribers is it really true??

Your first question would be easy to check by trying it mate.
Also, corona documentation, should be your first go to place when you have questions. It is really that good most of the time.
I cannot find anything about this being limited in any way in the docs, here is a direct link.

Your second question, there is no picture attached so cant tell 
The graphics.newOutline() API is free to use. Several years ago we used to have a free version of Corona and a paid version. At that time, it was a feature of the paid version, but now we only have the free version and all API’s are included.
