Is it possible to use mapView without activating GPS?

When I use the mapView I always see the “location services active” icon on the status bar. I only use the mapView to display maps of a certain locale and the users of the app don’t need to be there to use it. So I don’t actually require or use the current user location. This being the case, the GPS activation is causing unnecessary power drain. So it would be wonderful if I could find a way to use the mapView without activating the GPS. 

Any ideas and help will be most appreciated. Thank you.

+1 for this feature / solution.  The GPS drain the battery quickly.
