Is it true you only get 1 test with inapp purchase using Apple?

We are ready to test in-app purchase on my program, but my programmer said we only get 1 try with apple.  First he said, we had to use a test id.  Then if the first test fails, we have to use another test id.  That does not make sense.  Is it true?

The sandbox for IAP tests acts like the real iTunes.  You can buy mangaged products once.  Consumables can be purcahsed multiple times.  People have multiple test accounts to get past this requirement.

Managed products are those things that you can only buy once, like unlock the full version of the game, turn off ads, etc.

Consumables are things you can buy multiple times like coins, potions, etc.
