it is mandatory turn on Managed Google Play?

The question is in the topic tittle. I just want to add that it is mandatory for paid apps.

here is the example:

Is something like an alert. Cause its my first time uploading an App, just want to know if it is madatory to turn on this play console feature.  I’m taking things slowly because I do not want to make many mistakes in this first publication. This allows my App to be downloaded by companies or schools. Tells me that if the App were free it would already be activated. What makes me think why if the app is paid I decide if I want to activate or not.

Are you building an app specifically for a school or business that’s specific to that school or business? That is only employees of that business or students of that school will download and install?  If you are, then you may want to enable this. But if it’s an app or game for general distribution then, no you don’t.

thanks @rob I read it, but what I do not understand is why free apps have this feature turn on by default and paid apps no. 

For school and business owned devices, the generally do not have personal accounts installed with credit cards to bill purchasing paid apps too. In other words a school doesn’t care if you install a free app, but they block access to paid apps since the school’s account is the one on the device.
