I would say it depends on the app and what permissions are required. People are getting accepted by editing their AndroidManifest.xml to meet Kindle Fire’s requirements, but you really have to know what you are doing for that. Or sometimes the Amazon submission process happens to “miss” things during testing and allows some apps where other apps would be rejected.
