For free and basic, “Gumbo” comes to mind, although I haven’t personally used it in awhile, so I’m not sure what the latest version offers. Here’s the link:

On Windows (only), you can also check out “Level Director” which has a free trial (some limitations compared to the full version, but that only costs $15.00):

I started off with Gumbo but quickly moved to Level Director as I found it easier to use and more powerful.
I’ve been using Level Director for a couple of months now and I’m really happy with it, I also like how responsive the developers are to questions and suggestions as this really adds value to the product.
