Lighting effects using filters or composites?

I was hoping to add lighting effects as seen in Stardew valley to my game https://youtu.be/W5o1IPU4XBA . It looks to me like a filter effect of some kind instead of something like normal map. Can something like this be achieved with Solar2D without too much processing overhead? Perhaps do a composite filter effect over a partial section of a group?

That effect looks like you could probably achieve it just by creating a snapshot and adding a dark blue rect that covers the entire screen on top of it. Then just add lights that are have a white/black radial gradient on top of the dark blue rect and finally apply multiply blend mode to the snapshot.

Bit of a delayed response here… Thanks for the suggestion! I had a feeling its possible, I just need to wrap my head around the methods you mention. I just didnt want to start digging into this stuff in case its a wild goose chase
