I would like to test my apps, and want to load them directly from my computer to te smartphone/tablet device. I want to be able to test the way it will look and play on the device at this time before I start paying $45-$50 month to my carrier for a data plan. Is there a cable that would allow a direct downloading of the app from my computer to device?

Yes.
Its the white cable for iOs devices: you need a provisioning profile from Apple and then you install it via iTunes.

Side note - you can also use dropbox on your computer and device if using Android and don’t have a cable handy, or if like mine it is part of an ever growing ball of cables forming under your desk that shall one day consume us all…
TL;DR - Dropbox is also handy for Android
