First idea - own bitmap fonts with Text Candy. I use it to “magic sign” and “mysterious language” which is Polish in fact with letters replaced by Predator-like sign

You could create your own font using FontLab Studio (or better one of the cheaper alternatives) or get a friendly graphic designer to help you with this. Shouldn’t be a lot of work.
