NativeVideo format

We are developing an interactive movie app. I want to use new.nativevideo function, we tested it out already and it works fine. But I cant find any hint about optimal video format for Ipad2/New Ipad.
We use fullscreen videos and smaller videos on a PNG background.
When a fullscreen videos is ended, it is replaced with a background PNG (the last frame of the video freeze).

What size should we use for fullscreen? I think, the new Ipad can playback Full HD 1080P, but thats not enough for fullscreen retina display. Our test show that 768p videos look a bit blurry on retina display, but they intergrate very good with a 768 PNG background, and play perfectly on an Ipad2.
When we use retina diplay size background and a upscaled 1080pvideo, a quality difference between video and background is slightly visible.
Another question is framerate. Should we use 25 or 30 fps? 25 fps would result in smaller filesizes.
And that is good, because we have over 60 videos. (!)

So, my to be or not to be question is:
1080p or 768p video with 25 or 30 fps?

This comes down to what devices you are targeting and personal preference; what’s more important, keeping size down or the best looking video?

Totally forgot to mention: we target the ipad2 + newIpad
Yesterday I made some tests… Encoding via Adobe Mediaencoder in 1440x1920, 25 fps, 6 Mbit. Then I simply rename the .mp4 files to .mv4. Works perfectly on both ipads.
