I specialise in the development of book apps for kids so may be able to help you. However, you need to be clear about whether you want a native app (to publish on iTunes, Google Play, Amazon App Store etc.) or an ePub book (which would be published, for example, on iBooks for Apple devices - note that support for advanced ePub features is less standard across Android devices). This a forum for Corona SDK developers, which we use to create cross-platform natives apps and can be e-books, but you would use a completely different set of software tools (basically using HTML, CSS and Javascript) to create ePub books.
All of the features you require can be done using Corona.

Coding it isn’t technically difficult. The size of the thing can be a problem - you would have 14 or so colour pages, more if there are animations, recordings of speech (could be done at the word or sentence level ?), music, sound effects and so on.
In practice, especially given the short timescale, it would have to be done as graphics (e.g. pictures) which is the easiest but takes the most storage space up.
One advantage is that your ideas are incremental, so some animation/sfx etc. could be added in to give a feel even if the whole thing wasn’t completed ; a month is quite a rapid turnaround time. It really depends on how much of the extraneous material - obviously you already have the book images - is acquired.
