Are you getting a contract? If so get the galaxy nexus best android phone right now 
Just make sure you go on Craigslist and search for ANY phone with a ARM7 and Android 2.2 or better. I use my Moto Droid, Moto DroidX, and Kindle Fire to test my apps. Check those out, they are good devices.
