If I want to build an iPhone app with the Corona SDK and publish it on App Store, do I have to pay for both the Corona SDK iPhone build thing ($199) and iOS developer ($99) ?

You don’t need to pay the $200 to test on the computer, you just need to pay the $99 for Apple. Once you pay apple, you will be able to use a provisioning profile to run your app on your device.
I know one of the guys on here made a “Corona Remote” app in the app store that lets you use your iphone accelerometer to control the simulator on the screen. The app is something like $10 and is worth the money, but I am not sure whether not you need a dev account from apple to use it. You should search the forums, I know there are bunch of posts about the app. You could send him an email if you don’t find the answer.
