Pop-Up Dialogue When On Mouse Over An Image

Is there any property like the Mouse hover effect

I want to display a pop-up when the mouse is moved on an image.
Also, as soon as you draw your mouse away from the image that pop-up should Destroy.
Can Anybody help me with this

What would the touch/tap equivalent of hovering an icon with your mouse? I don’t really understand what you’re asking, surely there is no equivalent on a mobile device, either your finger is on the screen or not?
