So I tried following PeachPellens instruction, but I guess I need some clarification. In order to get my app id it says that I do not have a app contract open. Do I need this to add the code to my app and make sure that it works? because when I go to itunes connect, they want me to pick a availability date for when my app will be available. I believe it asks for the release date before you even upload your binary. That being the case the release date is irrelevant. Your app isn’t going to get reviewed/approved until you actually upload your app anyway.

iTC > Contracts, Tax and Banking
Fill anything in there out and submit - will be able to move forward from there.
Don’t stress the date - if it is set before your app is submitted and approved then the moment it is approved it will show up on the store. (Well, not the moment, processing can take up to a couple of hours.)

Well that rate me button is for within your app, it goes straight to the review/rate page in the App Store app - the one you see on the store page does the same thing but is obviously not within your app so you will get more reviews this way.
