Remove the ability for users to create new topics in the What's new section

Hi Carlos,

i think the What’s new section of the forum is ment to be for post from AM staff, or?
We see now that some people post their questions there. I think it woudl be wise to block this forum section in a way, so your user can’t create new topics there.
